What are the key economic challenges?

  • Affordable workspace - Many businesses in Hammersmith and Fulham face challenges in starting up and scaling locally. This often includes struggling to find the right type of commercial space at the right price point.
  • Meeting employment needs - There is a challenge to provide the conditions for businesses to thrive and to ensure that there is a broad range of employment opportunities and for the qualifications and skills of local people to be improved so that the levels of worklessness can be reduced.
  • Changing shopping and working habits - Town centres are evolving due to shifts in how people shop and work.
  • Clustering of betting shops and takeaways - There have been increases in the numbers and clustering of betting shops and payday loan shops and concern about takeaways near schools and the potential impact on children’s health.

How can the Local Plan help?

  • Affordable workspace - Establishing policies to require a percentage of affordable workspace units on developments sites and also financial contributions to the provision of affordable workspace.
  • Employment and training initiatives - Require financial contributions from development schemes to fund training and employment initiatives for local residents.
  • Revitalising town centres: Policies will support a broader range of uses in town centres including arts, culture, leisure, and new homes.
  • Promoting innovation districts - New policy provision to promote innovation districts in the borough in line with the council's Industrial Strategy - Upstream London.
  • Regulate betting shops and takeaways- Establishing policies to restrict the clustering of betting shops and takeaways in our centres.
