The private rented sector (PRS) has grown significantly in recent years to become the largest type of housing in the borough, surpassing homeownership and social housing.

We are currently reviewing what more the council can do to ensure the private rented sector continues to provide safe, sustainable, and affordable housing solutions for everyone.

We have therefore developed a new draft policy for the PRS. In this draft policy, H&F is proposing a vision and five key priority themes which we believe will help improve the PRS.

If you live in H&F, we welcome your views as well, even if you are not a tenant in the private rented sector.

We want to know:

  • The views of local renters and other residents, landlords, letting agents, voluntary and charity sector organisations, and other interested stakeholders
  • What it’s like to rent privately in the borough
  • The challenges you see in the sector – and what can be done to improve the experience of renting today
  • The changes you would like to see in our draft private rented sector policy.

Private rented homes are properties which are owned by a private landlord and leased to one or more tenants under a tenancy agreement, usually directly from a private landlord or an estate agency or management company. Sometimes residents may privately rent from friends or family without a tenancy agreement.

Our vision

Affordable, accessible, secure and high-quality private rented housing is what many of our residents require to ensure that the borough remains a place where people want to live, work, and thrive.

Our aspiration is to tilt the balance of power back into the hands of tenants, and to improve private rented housing standards to make them among the best in the country.

We will achieve this by working with tenants and landlords, focusing our resources on the market’s poorest performing sub-sectors, and delivering robust enforcement action to challenge unfair and illegal landlord behaviour.
