Prohibiting the use of amplifiers in White City – White City Estate, Bloemfontein Road and Wormholt Park
Residents have reported to us that groups of people have been congregating and playing loud music in Bridget Joyce Square on the White City Estate, Bloemfontein Road and Wormholt Park causing an increasing amount of noise nuisance and anti-social behaviour to the residents.
We’ve listened and we are now considering banning the use of amplifiers such as speakers in this area by introducing a Public Space Protection Notice (PSPO).
This would allow Police Officers, Police Community Support Officers, and some council officers to issue fines to people who continue to break these rules. The rules are designed to help keep our public spaces safe and pleasant for all. The rules would only be enforceable in public spaces such as parks and highways and would not prevent the use of amplifiers in your home.
The conditions of the proposed order are:-
You are prohibited from using microphones, loudspeakers, megaphones, loud hailers or any other similar equipment designed to amplify the volume of speech or music, 24 hours a day (or hours decided upon).
You are prohibited from using mains electricity or generator power for the purposes of amplification.
Exemptions apply to:
Authorised council events and activities
Premises or vehicles where these activities are permitted under their licence conditions
Authorised officers can issue fines to people who breach the restrictions.
Why are we consulting?
We need to ensure that the powers for the PSPO are proportionate and so we are asking for your feedback to see whether you think a PSPO is needed in this area.
The area proposed to be included in the order is bordered to the north by the A40 (Westway), to the east by Dorando Close, to the south by South Africa Road and to the west by Bloemfontein Road and additionally takes in Wormholt Park and Joslings Close.
