Have your say on proposed expansion of existing restrictions

We are seeking your views on proposals to extend current restrictions on the use of sound amplification equipment in public spaces across additional areas of the borough.

How the restrictions work

Under the Public Spaces Protection Order (PSPO):

  • You must not use microphones, loudspeakers, megaphones, loud hailers, or similar equipment to amplify speech or music in designated public areas, 24 hours a day.
  • You must not use mains electricity or generators to power amplification equipment in these areas, 24 hours a day.

These rules are enforced through a PSPO. Police Officers, Police Community Support Officers, and authorised council officers can issue fines to those who repeatedly breach the restrictions.

Why are we consulting?

We have received an increasing number of reports about anti-social behaviour and noise nuisance linked to the use of amplified sound (such as loudspeakers and megaphones) in areas not currently covered by existing restrictions.

To help address this, we are proposing to extend the restrictions to additional locations.

Current restrictions

Restrictions are already in place in parts of:

  • Shepherds Bush
    Outside Shepherds Bush Tube station
    Along Uxbridge Road
    On Shepherds Bush Green
  • White City
A40 Westway (between Heathstan Road and Dorando Close)
Area between Sawley Road and South Africa Road, including Batman Close
    Wormholt Park
  • Hammersmith Town Centre
King Street (between Nigel Playfield Avenue and Butterwick Road), including the area around the Broadway Centre.

See the current Public Spaces Protection Order (PSPO): Responsible street entertaining, busking and amplified speaking

Proposed extension areas

The proposed extension would include:

White City and Shepherds Bush

  • Existing restricted areas, plus Hammersmith Park and additional area bounded by:
North: South Africa Road (from Wood Lane to Bloemfontein Road)
West: Bloemfontein Road and Coningham Road (from South Africa Road to Goldhawk Road)
South: Goldhawk Road (from Coningham Road to Shepherds Bush Green
East: Wood Lane to South Africa Road.

Hammersmith Town Centre

  • Existing restricted areas remain with no extension proposed

The proposed extension areas for White City and Shepherds Bush are shown in blue on the map, the existing areas are in red.

Exemptions

The restrictions do not apply to:

  • Authorised council events and activities
  • Premises or vehicles where amplification is permitted under licence conditions
