This chapter presents draft climate resilience policies for the borough, including policies on minimising energy use, carbon emissions and managing the risks of flooding, as well as other environmental policies, including air quality.

Climate emergency - Hammersmith & Fulham is heavily invested in halting the climate emergency. The Council declared a climate and ecological emergency in July 2019, with an ambition to meet net zero carbon emissions for the borough by 2030.
High energy use carbon emissions - The widespread and potentially devastating impacts of climate change place a responsibility on us all to minimise our energy use and carbon emissions, and this must be seen as an essential component of all development.
Flooding - A large portion of Hammersmith and Fulham lies within flood risk zones at risk from rising sea levels, and periods of both extreme rainfall and drought made more likely by rising temperatures meaning that the lives and livelihoods of the borough’s most vulnerable residents will be at risk.
How can the Local Plan help?
Addressing the climate emergency - prioritise measures to mitigate and adapt to climate change and require all development in Hammersmith and Fulham to respond to the climate emergency.
Minimising energy use and carbon emissions - New buildings and developments will be required to meet high energy efficiency standards, be resilient to climate impacts, and minimize emissions.
Flooding - require all development to be designed to be resilient to flooding and set out how the risk of flooding will be mitigated.
